In this policy brief we recommend that in order to face numerous societal challenges such as migration and climate change, regional governments should create a culture of innovation by opening up themselves and stimulate active citizenship by supporting so called Public Sector Innovation (PSI) labs. These labs bring together different types of stakeholders that will explore new solutions for societalchallenges and come up with new policies to tackle them. This method has been developed and tested in a large EU funded research project.

At first glance, Public Sector Innovation (PSI) Labs are gaining prominence within academic literature, the European Union (EU) and beyond. However, because of the relative newness and conceptual ambiguity of this concept, the exact contribution of these labs to theory and practice is still unclear. In addition, most research has been looking at case studies. This publication breaks new ground by elaborating on the concept and also by looking at the perception of these labs in different contexts, by comparing multiple labs in multiple countries. In doing so, we raised the question: ‘What is the perceived added value of Public Sector Innovation labs for further developing theory as well as for society?’ In order to answer this question, by way of an experiment, we combined theoretical research together with focus groups with members of the EU funded project Multi Disciplinary Innovation for Social Change (SHIINE) in combination with questionnaires to selected PSI labs, thus providing us with rich data. Our experimental methodology uncovered a conceptual bias that is probably existent in similar studies and needs to be acknowledged more. In addition, we found that PSI labs have developed over time into an amalgam of two competing concepts. To conclude, we believe that the specific potential of PSI labs as an internal space for innovation within institutions is underutilised. We believe this could be improved by acknowledging the specific aim of PSI labs in a co-creative setting between relevant stakeholders, such as Higher Education Institutions (HEIs).

Co-creation in a quintuple helix, the art of including natural environments of society in a living lab that includes different types of stakeholders and monitoring the quality of this process of co-creation.In the last decade, co-creation has not only become a widely used concept in academic discourses but also in public policies that aim to tackle so called 'wicked problems', a term coined in the 1970s (Rittel & Webber, 1973) that is nowadays often interchangeably used with societal challenges or SDGs.This focus on tackling societal challenges by governments in collaboration with citizens opened the door for new concepts such as ‘living labs’ in 2006 (Rădulescu et al., 2022) ‘policy labs’, ‘innovation hubs’, ‘co-creation labs’ and recently ‘public sector innovation (PSI) labs’ (Fuglsang & Hansen, 2022; Hansen & Fuglsang, 2020; McGann et al., 2021; Torvinen & Jansson, 2022). The use of labs has also been addressed by the OECD in their publication on innovation in the public sector outlook to make policymakers aware of the importance of public sector innovation (OECD, 2015).Literature research in combination with questionnaires into these types of labs showed that the definitions of PSI labs are quite ‘fuzzy’, sometimes even interchangeable and are heavily dependent on the national, regional and local context as well (McGann et al., 2018). In addition, research also showed that it is difficult to distinguish good practices, let alone to define specific conditions for these good practices (Meister Broekema et al., 2022).In addition, an inductive analysis of a large number of EU policies shows that on a conceptual level, the EU uses specific interpretations of social innovation (Moulaert & MacCallum 2019) and co-creation in open innovation (‘Open Innovation 2.0’ 2013), influenced by the concept of triple- and quadruple helix innovation in which universities, governments and enterprises are collaborating, sometimes for the benefit of society as a whole (Carayannis & Campbell 2012; Leydesdorff 2010). Co-creation as such is used merely as a criterion within social innovation projects that aim to tackle societal challenges, therefore neglecting the quality of the process of co-creation (Meister Broekema et al. 2021).In order to maximise the impact of co-creation and be able to tackle societal challenges such as climate change, it is therefore essential to focus more on the quality of co-creation between 4 helixes in these processes and include the environment as a fifth helix (quintuple helix innovation as defined by Carayannis et. al. 2012). In the talk, a novel framework will be presented that will support collaborators in a project that aims to tackle a societal challenge by including the right stakeholders at the right time and monitor progress and satisfaction continuously (Meister Broekema 2023) in a quintuple helix setting.This presentation will contribute mostly to SDG 17 (partnership for the goals) and SDG4 (Quality Education) and is best suited for SDG13 (Climate Action).The insights can be used to enable multiple stakeholders from government, education and research, enterprises and citizens within a natural environment (mountains & oceans) to co-create in a quintuple helix setting, maximising their impact on climate change and strengthening partnerships for this goal.

This booklet is a short reflection on the workshop activities by the research group, Popular culture Sustainability and Innovation (PSI), of the Hanze University in Groningen for the CCC Reloaded: CREALAB project over the last one and half years. Based on a series of explorative workshops this booklet includes reflections on art, design & sustainability. A broad range of different stakeholders share their views on bio based design, the value of waste and the artist as agent of sustainable change. The urgency of the topic and the innovative opportunities it generates are highlighted by contributors like creative entrepreneurs, scientists, teachers and art students that collaborated in the past workshop series. A Sense of Green includes contributions by Han Brezet, Nathalie Beekman, Klaas Pieter Lindeman, Aart van Bezooijen, Anouk Zeeuw van der Laan, Anne Nigten and others.

Verouderde infrastructuur, de vraag naar betaalbare woningen en snel oplopende kosten door klimaatverandering vragen om een nieuwe aanpak in de bouwketen. Die nieuwe aanpak vraagt niet alleen om technische innovaties maar ook om een andere cultuur en ander gedrag: een cultuurverandering bij zowel de overheid als bij private partijen is van belang om de bouwsector toekomstbestendig te maken. Het is bij complexe veranderingen niet ongebruikelijk dat partijen op elkaar wachten en eerder verandering bij ander partijen noodzakelijk achten (het bouwbedrijf, de overheid, de consument, of de opdrachtgever) dan bij zichzelf. Dit rapport is bedoeld voor ondernemers en organisaties die zelf verantwoordelijk willen nemen voor hun rol in de maatschappelijke transitie waar de bouwsector voor staat. We sluiten daarbij aan op recente inzichten over stewardship waarin ‘psychologisch eigenaarschap’ is uitgewerkt: het verschijnsel dat mensen persoonlijk verantwoordelijkheid nemen voor iets van groter belang. De onderzoeksvraag die daarom wordt beantwoord indit rapport is: Welke lessen kunnen worden getrokken uit eerdere cultuurveranderprogramma’s voor de bouwsector en hoe kunnen die verwerkt worden in een model voor multi-level keteninterventies?

At the end of the 20th century, hacking was bleeding edge. When the ideas, practices and pranks of this experimental niche of technophiles attracted the attention of a handful of activists in Italy, they understood that information and communication were what would give shape and voice to social, political, and cultural processes in the near future.+KAOS is a cut and paste of interviews, like a documentary film transposed on paper. It describes the peculiar relationship between hacktivism and activism, in Italy and beyond, highlighting the importance of maintaining digital infrastructures. While this may not sound as glamorous as sneaking into a server and leaking data, it is a fundamental topic: not even the most emblematic group of hacktivists can operate without the services of radical server collectives.
