Smallholders, who cultivate ±30% of the global palm oil land, are critical to the realization of a sustainable palm oil sector. However, particularly independent smallholders, untied to mills, lag behind in yields and experience challenges to market their produce. Sustainability certification, such as by the Roundtable on Sustainable Palm Oil (RSPO), is proposed as a way to improve smallholder livelihoods, while protecting the environment. However, independent smallholders experience barriers to obtain certification. Through interviews with 18 RSPOcertified independent smallholder groups in Indonesia and 9 certification facilitators, this study examines how pre-certification conditions regarding smallholders’ socio-economic backgrounds, legality, group organization, planation management practices, and local supply chain conditions impact prospects for RSPO certification, and how groups who successfully achieved certification have dealt with challenges during the certification process. We found that the majority (77%) of RSPO certified independent smallholders in Indonesia consists of ‘former scheme’ smallholders. These smallholders often have clear land legality and are organized in groups prior to certification, which increases their eligibility for RSPO certification. However, due to upfront and recurrent costs for certification, as well as complexities in meeting RSPO standards, access to certification is strongly dependent on external facilitators. To up-scale certification for independent oil palm smallholders, and include more nonscheme smallholders, certification projects should involve more local actors including local governments and certified smallholder groups. In addition, certification should focus on core social and environmental concerns for smallholders, while being flexible with regards to the forms of proof needed to fulfil legality requirements.

Drawing on club theory, this study examines the challenges and opportunities facing a sustainability certification program, the Green Key scheme, in terms of its recruitment and retention of members within the Dutch tourism and hospitality industry. Extant literature on sustainability certification in this industry tends to focus narrowly on motivations and retention problems at the firm level, or else on drivers of or barriers to the adoption of sustainability certification schemes. The links between scheme design characteristics and scheme effectiveness and their implications for recruitment and retention thus have remained relatively unexamined. To address this gap, this study proposes a theoretical framework that highlights how different design features of sustainability certification schemes might inform the recruitment and retention challenges that scheme managers often face.

Research has shown that it is difficult to motivate professionals to contribute to certification. Little research has been done on the reasons why. The paper provides more insight into the difficulties that organizations face to commit their professionals to become involved in certification and turns these into requirements to be fulfilled to achieve commitment. The adoption of sustainability standards within organizations represents one of the most significant challenges that firms face. This qualitative based study draws on the core-periphery thesis of organizational change and the resource-based view of the firm to explore the three adoption architectures firms can use to integrate green certification scheme standards into their business operations. As a result, we examined the nature of the linkages between the different adoption mechanisms, and how such linkages might influence a firm’s sustainability performance. The study demonstrates that organizational attributes, previous experience with a sustainability agenda and the degree of fit between the externally generated sustainability standard and the prevailing business practices can affect the abilities of firms to integrate sustainability standards into their organization structures and thus their sustainability performance. Hence, this paper opens new avenues for sustainability certification researchers to look at the various configurations of standards adoption architectures, and also for practitioners to broadly embrace both institutional and organizational exigencies relevant to the internalization of certification standards

Energy management and carbon accounting schemes are increasingly being adopted as a corporate response to climate change. These schemes often demand the setting of ambitious targets for the reduction of corporate greenhouse gas emissions. There is however only limited empirical insight in the companies’ target setting process and the auditing practice of certifying agencies that evaluate ambition levels of greenhouse gas reduction targets. We studied the target setting process of firms participating in the CO2 Performance Ladder. The CO2 Performance Ladder is a new certifiable scheme for energy management and carbon accounting that is used as a tool for green public procurement in the Netherlands. This study aimed at answering the question ‘to what extent does the current target setting process in the CO2 Performance Ladder lead to ambitious CO2 emission reduction goals?’. The research methods were interviews with relevant stakeholders (auditors, companies and consultants), document reviews of the certification scheme, and an analysis of corporate target levels for the reduction of CO2 emissions. The research findings showed that several certification requirements for target setting for the reduction of CO2 emissions were interpreted differently by the various actors and that the conformity checks by the auditors did not include a full assessment of all certification requirements. The research results also indicated that corporate CO2 emission reduction targets were not very ambitious. The analysis of the target setting process revealed that there was a semi-structured bottom-up auditing practice for evaluating the corporate CO2 emission reduction targets, but the final assessment whether target levels were sufficiently ambitious were rather loose. The main conclusion is that the current target setting process in the CO2 Performance Ladder did not necessarily lead to establishing the most ambitious goals for CO2 emission reduction. This process and the tools to assess the ambition level of the CO2 emission reduction targets need further improvement in order to maintain the CO2 Performance Ladder as a valid tool for green public procurement.

The aim of this research is to assess the potential impact of the CO2 Performance Ladder on CO2 emission reduction. The CO2 Performance Ladder is a new green procurement scheme that has been adopted by several public authorities in the Netherlands; it is a staged certification scheme for energy and CO2 management. The achieved certification level gives companies a certain competitive advantage in contract awarding procedures. While the scheme has been widely adopted by companies in the construction industry, other types of companies in the supply chain of the commissioning parties also participate. Currently, more than 190 companies participate in the scheme. The aggregate CO2 emissions covered by the scheme are around 1.7 Mtonnes, which corresponds to almost 1 % of national greenhouse gas emissions in the Netherlands. Since the introduction of the scheme the total CO2 emissions have decreased substantially. Nevertheless, these emission reductions should be interpreted with caution since emission reductions are dominated by a few companies and are affected to a large extent by economic activity. Companies participating in the scheme have set different types of CO2 emission reduction targets with varying ambition levels. The projected impact of these targets on CO2 emissions is in the range of a 0.5 %-1.3 % absolute emission reduction per year, with a most likely value of 1.1 %. The CO2 Performance Ladder can therefore make a substantial contribution to achieving the CO2 emission reductions for non-ETS sectors in the Netherlands up to 2020.

Nonprofit organizations (NPOs) have deployed various strategies in motivating businesses to source sustainably, such as the co-development and promotion of sustainability certification and direct collaboration in cross-sector partnerships (CSPs). This is an important current-day priority, given the ambitions set out in the Sustainable Development Goals (SDGs). Increasingly, NPOs have taken up a role as conveners of such CSPs. Research on CSPs has, to date, often considered conveners as a ‘resource’ to the CSP, contributing to its effectiveness. In this study, we shift the focus towards the convener by considering a case of a ‘mission-driven convener’, an NPO that initiates CSPs as a strategy to realize its own sustainability objectives. Our explorative case study—comparing the NPO’s efforts across six countries in setting up national coffee platforms—reviews the concept of a mission-driven convener vis-à-vis established notions on convening and identifies which strategies it applies to realize a CSP. These strategies comprise productively combining certification-driven efforts with CSPs, combining process and outcomes of CSPs, and drawing on cross-level dynamics derived from outsourcing of convening work to local actors. With our study, we contribute to research on CSP conveners by offering an alternative interpretation to the relation between the CSP and the convener, attributing more agency to the convener as a mission-driven organization. Strengthening our understanding of CSPs and conveners is an important means to advance the Sustainable Development Goals (SDGs).
