A paper about: How a cycling-generation contributes to healthy, safe, and inclusive cities: How children become the centrepiece of research and policy-making. With examples of Tilburg

This booklet holds a collection of drawings, maps, schemes, collages, artistic impressions etc. which were made by students during an intense design moment in the project (re)CYCLE Limburg, which took place in December 2016. Students of Built Environment, Facility Management, Social Work and Health & Care cooperated in making designs and developing strategies for urban renewal in Kerkrade West (Province of Limburg, the Netherlands). The study focused on the importance of qualitative and shared public spaces. The local community (inhabitants, shopkeepers, entrepreneurs, municipality, housing corporation) was actively engaged by sharing knowledge and information, ideas and opinions. These reflections are part of the Limburg Action Lab (part of the Smart Urban Redesign Research Centre). It engages in research by design on innovative and tactical interventions in public space, that might enhance the identity, sustainability and socio-spatial structure of neighbourhoods.

This booklet contains the analyses and designs that were produced by international teams of students, designers and researchers on the revitalization of public space in the district of Kerkrade – West (Limburg, the Netherlands) in December 2017 during the International Design Workshop (re)CYCLE LIMBURG 2. It was partially built on knowledge, experiences and ideas from the preceding workshop in December 2016. The outcomes of the workshop are mainly presented in the form of drawings, maps, schemes, collages, artistic impressions etc. Both workshops were framed in the interdisciplinary project Kerkrade-West of Zuyd UAS and its Research Centre for Smart Urban ReDesign (SURD).

Cities are constantly in transition. Spatial production worldwide is generated by governments, business, developers, informal settlers, et cetera; sometimes cities expand, but increasingly there is a process of reurbanisation of existing urban patterns contronted with deterioration, dysfunctionality, or obsolescence. In many situations, funding, power and technology determine how the course of urbanisation. Communities, groups and individuals with limited access to funding, power and technology need empowerment to exercise their right to shape and improve their own evironment, while respecting health, equity and ecology. The research centre for Smart Urban Redesign (SURD) at Zuyd University of Applied Sciences seeks to work on this empowerment for communities. This study presents SURD’s approach to neighbourhood revitalisation.

One of the core elements of the Programme for the International Assessment of Adult Competencies (PIAAC) is a survey of adult skills. The survey measures adults’ proficiency in literacy, numeracy, and problem solving in technology-rich environments. Furthermore, the survey gathers data on how adults use their skills at home, at work and in the wider community. The second cycle of PIAAC will take place in 2021 and 2022. Preparations have started by the Numeracy Expert Group in reviewing the numeracy framework used in the first cycle and designing items which will be used to measure the numerate capabilities and numerate behavior of adults.

Free newspapers may offer different news contents to different audiences, when compared with traditional, paid-for newspapers, but they, nevertheless, concentrate on news, and thereby provide society with information on current affairs. These papers have seen circulation rise until 2008; after that, a decline set in, leading to closures and often a monopoly situation in the mature European newspaper markets covered in our research. Free newspapers seem to follow a typical life cycle pattern, moving from growth to maturity, and to saturation and decline. Diversification strategies – home-delivery, weekend, sports, afternoon, and financial – have been disappointing so far. There is no evidence, however, of total extinction, indicating that there is room for at least one title – possibly two – in every market. The situation in the surveyed markets also suggests that a free newspaper may be a ‘natural’ monopoly.

In this presented study, we measured in situ the uplink duty cycles of a smartphone for 5G NR and 4G LTE for a total of six use cases covering voice, video, and data applications. The duty cycles were assessed at ten positions near a 4G and 5G base-station site in Belgium. For Twitch, VoLTE, and WhatsApp, the duty cycles ranged between 4% and 22% in time, both for 4G and 5G. For 5G NR, these duty cycles resulted in a higher UL-allotted time due to time division duplexing at the 3.7 GHz frequency band. Ping showed median duty cycles of 2% for 5G NR and 50% for 4G LTE. FTP upload and iPerf resulted in duty cycles close to 100%.

The evolution of emerging technologies that use Radio Frequency Electromagnetic Field (RF-EMF) has increased the interest of the scientific community and society regarding the possible adverse effects on human health and the environment. This article provides NextGEM’s vision to assure safety for EU citizens when employing existing and future EMF-based telecommunication technologies. This is accomplished by generating relevant knowledge that ascertains appropriate prevention and control/actuation actions regarding RF-EMF exposure in residential, public, and occupational settings. Fulfilling this vision, NextGEM commits to the need for a healthy living and working environment under safe RF-EMF exposure conditions that can be trusted by people and be in line with the regulations and laws developed by public authorities. NextGEM provides a framework for generating health-relevant scientific knowledge and data on new scenarios of exposure to RF-EMF in multiple frequency bands and developing and validating tools for evidence-based risk assessment. Finally, NextGEM’s Innovation and Knowledge Hub (NIKH) will offer a standardized way for European regulatory authorities and the scientific community to store and assess project outcomes and provide access to findable, accessible, interoperable, and reusable (FAIR) data.

The Netherlands is known globally for its widespread use of bicycles and some call it a “cycling nation”. Indeed, many Dutch inhabitants own a bike and cycle frequently. Numbers show that 84% of the Dutch inhabitants from age 4 years and older own a bike. Those owners have an average of 1.3 bikes per person. This results in 18 million bikes in the Netherlands and 13.5 million bike owners.6 The Dutch use their bike as a means of transportation, but also for sports and exercise. Bike-use fits well in an active lifestyle and it is highly plausible that cycling is responsible for a large part of the daily physical activity in Dutch youth. It is estimated that Dutch people have on average a 6 months longer life expectancy attributable to bicycle use.7 It seems that the nation itself is well shaped to cycle: no large mountains, only a few small hills, and an extensive layout of cycle paths and routes in every city and village. In many urban areas separate cycle paths are very common. Our results show that many Dutch children use the bike as their way of transportation. It was demonstrated that active transportation is responsible for a large part of schoolrelated physical activity in Dutch youth.8 80% of 12-17 year-old children cycled three or more days to or from school/work.9 This resulted in an ‘A’ for the indicator active transportation (walking is included in the grade as well). Active transport is associated with increased total physical activity among youth.10,11 Also evidence is reported for an association between active transport and a healthier body composition and healthier level of cardiorespiratory fitness among youth. Although Dutch children accumulate a lot of daily physical activity through cycling, it is not enough to meet the current national physical activity guidelines of 60 minutes of moderate-to-vigorous physical activity per day. This work draws on the Programme for the International Assessment of Adult Competencies (PIAAC) survey. Last year a first review was conducted on the PIAAC Numeracy Framework (Tout. et al., 2017). In 2018 and 2019 the framework for the second cycle of PIAAC will be developed. This second cycle of the PIAAC survey aims to update the data about the numeracy skills of adults in different countries around the World (Hoogland, Díez-Palomar, Maguire, 2019). The objective of this paper is to highlight some relevant findings from literature on the concept numeracy in order to discuss a potential enrichment of the PIAAC Numeracy Assessment Framework (NAF).
