Literature and industry standards do not mention inclusive guidelines to generate safety recommendations. Following a literature review, we suggest nine design criteria as well as the classification of safety recommendations according to their scope (i.e. organisational context, stakeholders addressed and degree of change) and their focus, the latter corresponding to the type of risk barrier introduced. The design and classification criteria were applied to 625 recommendations published by four aviation investigation agencies. The analysis results suggested sufficient implementation of most of the design criteria. Concerning their scope, the findings showed an emphasis on processes and structures (i.e. lower organisational contexts), adaptations that correspond to medium degree of changes, and local stakeholders. Regarding the focus of the recommendations, non-technical barriers that rely mostly on employees’ interpretation were introduced by the vast majority of safety recommendations. Also, statistically significant differences were detected across investigation authorities and time periods. This study demonstrated how the application of the suggested design and classification frameworks could reveal valuable information about the quality, scope and focus of recommendations. Especially the design criteria could function as a starting point towards the introduction of a common standard to be used at local, national and international levels.

This paper presents an alternative way to use records from safety investigations as a means to support the evaluation of safety management (SM) aspects. Datasets from safety investigation reports and progress records of an aviation organization were analyzed with the scope of assessing safety management’s role, speed of safety communication, timeliness of safety investigation processes and realization of safety recommendations, and the extent of convergence among SM and investigation teams. The results suggested an interfering role of the safety department, severe delays in safety investigations, timely implementation of recommendations, quick dissemination of investigation reports to the end-users, and a low ratio of investigation team recommendations included in the final safety investigation reports. The results were attributed to non-scalable safety investigation procedures, ineffective resource management, lack of consistent bidirectional communication, lack of investigators’ awareness about the overall organizational context, and a weak commitment of other departments to the realization of safety recommendations. The set of metrics and the combination of quantitative and qualitative methods presented in this paper can support organizations to the transition towards a performance-based evaluation of safety management.

Vertical and horizontal alignment within organizations are seen as prerequisites for meeting strategic objectives and indications of effective management. In the area of safety management, the concept of vertical alignment has been followed through the introduction of hierarchical structures and bidirectional communication, but horizontal alignment has been given little attention. The principal goal of this study was the assessment of horizontal alignment within an aviation organization with the use of data from safety investigations, audits and meetings in order to explore the extent to which (1) causal factors recorded in safety investigation reports comprised topics discussed by safety committees and focus areas of internal safety auditors, and (2) the agendas of safety committees include weak points revealed during safety audits. The study employed qualitative and quantitative analysis of data collected over a 6 years’ period at three organizational levels. The results suggested a low horizontal alignment across the three pairs of the corresponding safety management activities within each organizational level. The findings were attributed to the inadequacy of procedures and lack of a safety information database for consistently sharing safety information, cultural factors and lack of planning for the coordination of safety management activities. The current research comprises a contribution to the literature and practice and introduces a technique to assess the intra-alignment of safety management initiatives within various organizational levels. Future research is needed in order to investigate the association between horizontal alignment of safety management practices and safety performance.

Renewable energy, particularly offshore wind turbines, plays a crucial role in the Netherlands' and EU energy-transition-strategies under the EU Green Deal. The Dutch government aims to establish 75GW offshore wind capacity by 2050. However, the sector faces human and technological challenges, including a shortage of maintenance personnel, limited operational windows due to weather, and complex, costly logistics with minimal error tolerance. Cutting-edge robotic technologies, especially intelligent drones, offer solutions to these challenges. Smaller drones have gained prominence through applications identifying, detecting, or applying tools to various issues. Interest is growing in collaborative drones with high adaptability, safety, and cost-effectiveness. The central practical question from network partners and other stakeholders is: “How can we deploy multiple cooperative drones for maintenance of wind turbines, enhancing productivity and supporting a viable business model for related services?” This is reflected in the main research question: "Which drone technologies need to be developed to enable collaborative maintenance of offshore wind turbines using multiple smaller drones, and how can an innovative business model be established for these services? In collaboration with public and private partners, Saxion, Hanze, and RUG will research the development of these collaborative drones and investigate the technology’s potential. The research follows a Design Science Research methodology, emphasizing solution-oriented applied research, iterative development, and rigorous evaluation. Key technological building blocks to be developed: • Morphing drones, • Intelligent mechatronic tools, • Learning-based adaptive interaction controllers and collaborations. To facilitate the sustainable industrial uptake of the developed technologies, appropriate sustainable business models for these technologies and services will be explored. The project will benefit partners by enhancing their operations and business. It will contribute to renewing higher professional education and may lead to the creation of spin-offs/spinouts which bring this innovative technology to the society, reinforcing the Netherlands' position as a leading knowledge economy.
Restoring rivers with an integrated approach that combines water safety, nature development and gravel mining remains a challenge. Also for the Grensmaas, the most southern trajectory of the Dutch main river Maas, that crosses the border with Belgium in the south of Limburg. The first plans (“Plan Ooievaar”) were already developed in the 1980s and were highly innovative and controversial, as they were based on the idea of using nature-based solutions combined with social-economic development. Severe floodings in 1993 and 1995 came as a shock and accelerated the process to implement the associated measures. To address the multifunctionality of the river, the Grensmaas consortium was set up by public and private parties (the largest public-private partnership ever formed in the Netherlands) to have an effective, scalable and socially accepted project. However, despite the shared long term vision and the further development of plans during the process it was hard to satisfy all the goals in the long run. While stakeholders agreed on the long-term goal, the path towards that goal remains disputed and depends on the perceived status quo and urgency of the problem. Moreover, internal and external pressures and disturbances like climate change or the economic crisis influenced perception and economic conditions of stakeholders differently. In this research we will identify relevant system-processes connected to the implementation of nature-based solutions through the lens of social-ecological resilience. This knowledge will be used to co-create management plans that effectively improve the long-term resilience of the Dutch main water systems.
The project aims to improve palliative care in China through the competence development of Chinese teachers, professionals, and students focusing on the horizontal priority of digital transformation.Palliative care (PC) has been recognised as a public health priority, and during recent years, has seen advances in several aspects. However, severe inequities in the access and availability of PC worldwide remain. Annually, approximately 56.8 million people need palliative care, where 25.7% of the care focuses on the last year of person’s life (Connor, 2020).China has set aims for reaching the health care standards of the developed countries by 2030 through the Healthy China Strategy 2030, where one of the improvement areas in health care includes palliative care, thus continuing the previous efforts.The project provides a constructive, holistic, and innovative set of actions aimed at resulting in lasting outcomes and continued development of palliative care education and services. Raising the awareness of all stakeholders on palliative care, including the public, is highly relevant and needed. Evidence based practice guidelines and education are urgently required for both general and specialised palliative care levels, to increase the competencies for health educators, professionals, and students. This is to improve the availability and quality of person-centered palliative care in China. Considering the aging population, increase in various chronic illnesses, the challenging care environment, and the moderate health care resources, competence development and the utilisation of digitalisation in palliative care are paramount in supporting the transition of experts into the palliative care practice environment.General objective of the project is to enhance the competences in palliative care in China through education and training to improve the quality of life for citizens. Project develops the competences of current and future health care professionals in China to transform the palliative care theory and practice to impact the target groups and the society in the long-term. As recognised by the European Association for Palliative Care (EAPC), palliative care competences need to be developed in collaboration. This includes shared willingness to learn from each other to improve the sought outcomes in palliative care (EAPC 2019). Since all individuals have a right to health care, project develops person-centered and culturally sensitive practices taking into consideration ethics and social norms. As concepts around palliative care can focus on physical, psychological, social, or spiritual related illnesses (WHO 2020), project develops innovative pedagogy focusing on evidence-based practice, communication, and competence development utilising digital methods and tools. Concepts of reflection, values and views are in the forefront to improve palliative care for the future. Important aspects in project development include health promotion, digital competences and digital health literacy skills of professionals, patients, and their caregivers. Project objective is tied to the principles of the European Commission’s (EU) Digital Decade that stresses the importance of placing people and their rights in the forefront of the digital transformation, while enhancing solidarity, inclusion, freedom of choice and participation. In addition, concepts of safety, security, empowerment, and the promotion of sustainable actions are valued. (European Commission: Digital targets for 2030).Through the existing collaboration, strategic focus areas of the partners, and the principles of the call, the PalcNet project consortium was formed by the following partners: JAMK University of Applied Sciences (JAMK ), Ramon Llull University (URL), Hanze University of Applied Sciences (HUAS), Beijing Union Medical College Hospital (PUMCH), Guangzhou Health Science College (GHSC), Beihua University (BHU), and Harbin Medical University (HMU). As project develops new knowledge, innovations and practice through capacity building, finalisation of the consortium considered partners development strategy regarding health care, (especially palliative care), ability to create long-term impact, including the focus on enhancing higher education according to the horizontal priority. In addition, partners’ expertise and geographical location was also considered important to facilitate long-term impact of the results.Primary target groups of the project include partner country’s (China) staff members, teachers, researchers, health care professionals and bachelor level students engaging in project implementation. Secondary target groups include those groups who will use the outputs and results and continue in further development in palliative care upon the lifetime of the project.
