Het aantal banen neemt toe. Jaarlijks ontstaan er volgens CBS (2019) ongeveer 900 duizend vacatures. Deze keer is de verandering op de arbeidsmarkt niet het resultaat van één enkele factor, maar eerder een combinatie van vijf factoren: snelle technologische vooruitgang, diepgaande veranderingen in gezondheid en demografie, een groeiende economie, toenemende globalisering en belangrijke maatschappelijke veranderingen - die samen een groot deel van wat we als vanzelfsprekend beschouwen, fundamenteel transformeren (Gratton, 2011). Digitalisering en automatisering spelen een grote rol bij deze veranderingen. Er zijn optimistische voorspellingen dat nieuwe technologieën de arbeidsmarkt ten goede komen. Technologie verlaagt bijvoorbeeld de werkdruk. We zouden door technologie zelfs naar een kortere werkweek kunnen en nieuwe banen erbij krijgen, zodat niemand ongewild zonder werk komt te zitten (Ford, 2015; Giang, 2015; Mahdawi, 2017; MGI, 2017). Echter, de angst dat automatisering banen over gaat nemen en er een tekort aan werk gaat ontstaan, is ook een veelgehoorde zorg (Alexis, 2017; Ford, 2015; Giang, 2015; MGI, 2017; WRR. 2013).

In many Western welfare states, social work services that have traditionally been provided by paid employees are being replaced by family support, community support, informal networks and volunteering. For the field of social work, it is relevant to know what it matters to beneficiaries whether services are provided by volunteers or by paid employees. The central question of this article is therefore as follows: What are the differences between unpaid and paid social services for beneficiaries? The article is based on literature review and focus groups.Our results suggest that beneficiaries do experience some differences regarding the advantages of volunteer services for beneficiaries that can be summarized in three propositions: (1) Services provided by volunteers are more relational than are services provided by paid employees, and they are therefore perceived as more equal, flexible and sincere. (2) The effects of volunteer services for beneficiaries are not exclusively positive. (3) Although particular tasks may appear to be interchangeable to some extent, the relative advantages of a given task depend upon whether it is performed by a paid worker or by a volunteer. Additional research is needed in order to provide further validation.

Background: Despite high prevalence of mental problems among elderly migrants in The Netherlands, the use of psychosocial care services by this group is low. Scientific evidence points at the crucial role of social support for mental health and the use of psychosocial services. We therefore explored the role of social networks in the access to psychosocial care among elderly migrants in The Netherlands. Methods: A qualitative study was conducted using semi-structured group interviews and individual interviews. The eight group and eleven individual interviews (respectively n = 58 and n = 11) were conducted in The Netherlands with Turkish, Moroccan, Surinamese, and Dutch elderly. The data were analysed through coding and comparing fragments and recognizing patterns. Results: Support of the social network is important to navigate to psychosocial care and is most frequently provided by children. However, the social network of elderly migrants is generally not able to meet the needs of the elderly. This is mostly due to poor mental health literacy of the social network, taboo, and stigma around mental illness and the busy lives of the social network members. Conclusions: Strategies to address help-seeking barriers should consider mental health literacy in elderly migrants as well as their social networks, and counteract taboos and stigma of mental health problems.

Ondanks de in de managementliteratuur beloofde voordelen leidt het concentreren van ondersteunende processen in shared service centers (SSC’s) in de praktijk vaak tot problemen, vooral op het terrein van de coördinatie. Dit heeft grote gevolgen voor de effectiviteit van SSC’s. Een strategie die steeds vaker toegepast wordt om deze problemen op te lossen, is de vorming van een regieorganisatie die verantwoordelijk is voor het afstemmen van de vraag naar en het aanbod van ondersteunende diensten. Deze strategie blijft gericht op het realiseren van efficiencyvoordelen door ‘economies of scale’. Maar is de regieorganisatie wel effectief? In dit artikel analyseren we de regieorganisatie vanuit het systeemtheoretisch perspectief op organisatieontwerp en evalueren we de effectiviteit ervan in een recent, diepgaand onderzoek in een grote Nederlandse organisatie. We concluderen dat de regieorganisatie de problemen niet oplost. Integendeel: de problemen nemen toe en de kosten stijgen. Wij pleiten daarom voor de ontwikkeling van een andere, meer effectieve strategie, gericht op het realiseren van ‘economies of flow’ in de ondersteunende processen.

Het maakt de 'schedule push' en de hiërarchische organisatie die het impliceert, overbodig en daarmee verdwijnt het type van control dat van oudsher wordt gebruikt om resources en taken, en klantvraag, levering en services op elkaar af te stemmen. Organisatorische hiërarchieën zijn te duur geworden om te blijven bestaan, en in veel gevallen is de manier waarop ze zaken coördineren gewoon niet meer nodig. De ingewikkeldheid van de kosten van het industriële complex begint de opbrengsten te overtreffen en het internet maakt het overbodig.

Information and communications technologies (ICTs) in human services are on the rise and raise concerns about their place and impact on the daily activities of professionals and clients. This article describes a study in which a social mobile application was developed for job coaches and employees and implemented in a pilot phase. The aim of the mobile application was to provide a better communication between employees and their job coaches and to provide more up-to-date information about the organization. The application consisted of a personal web environment and app with vacancies, personal news, events, tips, and promotions. A qualitative methodology was used in the form of focus groups and in-depth interviews. The results of this study show that the participants are partly positive about the social mobile application. It can be concluded that the use of mobile technologies can be beneficial in a range of human services practice settings for both professionals and clients and, therefore, requires more attention from the academic field to focus on this relatively new but promising theme.

Background: Frailty is a common condition in older people, and its prevalence increases with age. With an ageing population, the adverse consequences of frailty cause an increasing appeal to the health care system. The impact of frailty on population level is often assessed using adverse health outcomes, such as mortality and medication use. Use of community nursing services and services offered through the Social Support Act are hardly used in assessing the impact of frailty. However, these services are important types of care use, especially in relation to ageing in place. In this cross-sectional study, we aimed to assess the impact of frailty on use of Social Support Act services, use of community nursing services, medication use, and mortality. Methods: We used a frailty index, the FI-HM37, that was based on data from the Dutch Public Health Monitor 2016, for which respondents ≥ 65 years of age were included (n = 233,498). The association between frailty, the use of Social Support Act services, community nursing services and medication use was assessed using the Zero Inflated Poisson (ZIP) regression method. Survival analysis using Cox proportional hazards regression was conducted to estimate the hazard ratios for the association between frailty and mortality. Results: The ZIP regression with a final sample size of 181,350 showed that frailty affected care use even after correcting for several covariates mentioned in the literature. For each unit increase in frailty index (FI) score, the relative probability of using zero Social Support services decreased with 7.7 (p < 0.001). The relative chance of zero community nursing services decreased with 4.0 (p < 0.001) for each unit increase in FI score. Furthermore, for each unit increase in FI score, the likelihood of zero medication use decreased with 2.9 (p < 0.001). Finally, for each unit increase in FI score, the mortality risk was 3.8 times higher (CI = 3.4–4.3; p < 0.001). Conclusions: We demonstrated that frailty negatively affects the use of Social Support Act services, the use of community nursing services, medication use, and mortality risk. This study is the first to demonstrate the impact of frailty on Social Support Act services and community nursing services in the Netherlands. Findings emphasize the importance of frailty prevention for older people and public health policy.

In May 2018, the new Dutch Intelligence and Security Services Act 2017 (Wet op de Inlichtingen- en veiligheidsdiensten, Wiv) will enter into force. It replaces the previous 2002 Act and incorporates many reforms to the information gathering powers of the two intelligence and security services as well as to the accountability and oversight mechanisms. Due to the technologyneutral approach, both the civil and the military intelligence services are now authorized to, for example, intercept communications in bulk, hack third parties, decrypt files, store DNA or use any other future innovative technology. Also, the national security legislation extends the possibilities for the indiscriminate collection of data, and for the processing, storage and analysis thereof. The process leading to the law includes substantial criticism from the various stakeholders involved. Upon publication of this report, an official consultative referendum is being organized on the new act. The aim of this policy brief is to provide an international audience with a comprehensive overview of the most relevant aspects of the act and its context. In addition, there is considerable focus on the checks and balances as well as the bottlenecks of the Dutch intelligence gathering reform. The selection of topics is based on the core issues addressed during the parliamentary debate and on the authors’ insights.

De analyse van Twitterberichten die zijn geplaatst tijdens de zoektocht naar twee vermiste kinderen heeft tot doel inzicht te verwerven in de manier waarop geruchten zich ten tijde van crisissituaties op social media ontwikkelen. In this article we present the results of our analysis of rumour construction on social media from a discursive psychological perspective. The analysis of tweets during a search for two missing kids aims to provide insight into the way rumours develop on social media during a crisis situation, as well as the interactional and rhetorical aspects of rumour construction.

Buildings need to be carefully operated and maintained for optimum health, comfort, energy performance, and utility costs. The increasing use of Machine Learning combined with Big Data in the building services sector has shown the potential to bring energy efficiency and cost-effectiveness. Therefore, upskilling and reskilling the current workforce is required to realize new possibilities. In addition, sharing and preserving knowledge are also required for the sustainable growth of professionals and companies. This formed the basis for the Dutch Research Council funded TransAct project. To increase access to education on the job, online learning is experiencing phenomenal growth. A study was conducted with two focus groups - professionals of a building service company and university researchers - to understand the existing challenges and the ways to improve knowledge sharing and upskilling through learning on the job. This study introduced an Enterprise Social Network platform that connects members and may facilitate knowledge sharing. As a community forum, Yammer from office 365 was used. For hosting project files, a SharePoint page was created. For online courses, the company’s online learning site was utilized. The log data from the online tools were analysed, semi-structured interviews and webinars were conducted and feedback was collected with google forms. Incentive models like social recognition and innovative project results were used to motivate the professionals for online activities. This paper distinguishes the impacts of initiatives on the behaviour of university researchers vs company employees.
