This paper examines how a serious game approach could support a participatory planning process by bringing stakeholders together to discuss interventions that assist the development of sustainable urban tourism. A serious policy game was designed and played in six European cities by a total of 73 participants, reflecting a diverse array of tourism stakeholders. By observing in-game experiences, a pre- and post -game survey and short interviews six months after playing the game, the process and impact of the game was investigated. While it proved difficult to evaluate the value of a serious game approach, results demonstrate that enacting real-life policymaking in a serious game setting can enable stakeholders to come together, and become more aware of the issues and complexities involved with urban tourism planning. This suggests a serious game can be used to stimulate the uptake of academic insights in a playful manner. However, it should be remembered that a game is a tool and does not, in itself, lead to inclusive participatory policymaking and more sustainable urban tourism planning. Consequently, care needs to be taken to ensure inclusiveness and prevent marginalization or disempowerment both within game-design and the political formation of a wider participatory planning approach.

Het doel van dit project was om samen met alle betrokkenen te komen tot een gedragen adviesprogrammering voor het urban sportpark Zuilense Vecht, dat ligt op de gemeentegrenzen van Utrecht en Stichtse Vecht. Allereerst zijn geleerde lessen opgemaakt naar aanleiding van interviews met professionals die betrokken waren bij andere urban sportparken. Deze lessen zijn meegenomen naar het vervolg van dit project, waarbij we hebben gewerkt aan een adviesprogrammering in co-design met alle betrokkenen (sport- en welzijnsprofessionals uit de wijken, professionals uit urban sports en de MBO sportacademie; én kinderen en jongeren zelf).

In opdracht van het ministerie van Binnenlandse Zaken en Koninkrijksrelaties heeft het lectoraat Changing Role of Europe van De Haagse Hogeschool de rol van de Dutch Urban Envoy geëvalueerd. De betekenis, de inzet, het vervolg en de toekomstige invulling van de rol van de Dutch Urban Envoy komen aan bod. Op basis van de inzichten van 37 interviews met 39 betrokken partijen (van het Ministerie van BZK, Nederlandse steden, Europese steden, koepelorganisaties, Europese instellingen en andere ministeries binnen de Rijksoverheid) en deskresearch zijn de volgende conclusies en aanbevelingen geformuleerd.

The Dutch Environmental Vision and Mobility Vision 2050 promote climate-neutral urban growth around public transport stations, envisioning them as vibrant hubs for mobility, community, and economy. However, redevelopment often increases construction, a major CO₂ contributor. Dutch practice-led projects like 'Carbon Based Urbanism', 'MooiNL - Practical guide to urban node development', and 'Paris Proof Stations' explore integrating spatial and environmental requirements through design. Design Professionals seek collaborative methods and tools to better understand how can carbon knowledge and skills be effectively integrated into station area development projects, in architecture and urban design approaches. Redeveloping mobility hubs requires multi-stakeholder negotiations involving city planners, developers, and railway managers. Designers act as facilitators of the process, enabling urban and decarbonization transitions. CARB-HUB explores how co-creation methods can help spatial design processes balance mobility, attractiveness, and carbon neutrality across multiple stakeholders. The key outputs are: 1- Serious Game for Co-Creation, which introduces an assessment method for evaluating the potential of station locations, referred to as the 4P value framework. 2-Design Toolkit for Decarbonization, featuring a set of Key Performance Indicators (KPIs) to guide sustainable development. 3- Research Bid for the DUT–Driving Urban Transitions Program, focusing on the 15-minute City Transition Pathway. 4- Collaborative Network dedicated to promoting a low-carbon design approach. The 4P value framework offers a comprehensive method for assessing the redevelopment potential of station areas, focusing on four key dimensions: People, which considers user experience and accessibility; Position, which examines the station's role within the broader transport network; Place-making, which looks at how well the station integrates into its surrounding urban environment; and Planet, which addresses decarbonization and climate adaptation. CARB-HUB uses real cases of Dutch stations in transition as testbeds. By translating abstract environmental goals into tangible spatial solutions, CARB-HUB enables scenario-based planning, engaging designers, policymakers, infrastructure managers, and environmental advocates.
Dit project heeft tot doel in kaart te brengen hoe virtuele en fysieke sociale interacties in de vrije tijd zich tot elkaar verhouden. Wat is de impact van virtualisering van de vrijetijd op lokale praktijken? Vrijetijdspraktijken worden traditioneel gezien als gelegenheden bij uitstek om op een laagdrempelige manier in contact te komen met anderen en worden aangewend om sociale cohesie te bewerkstelligen (bijvoorbeeld via urban gardens). Het internet heeft echter voor nieuwe vormen van vrijetijdsbesteding en daarmee gepaard gaande sociale interactie gezorgd. Het is mogelijk om -bijvoorbeeld in het kader van een hobby zoals gamen- contact te leggen met gelijkgestemden aan de andere kant van de wereld. Dit roept de vraag op naar de invloed van digitale media en individualisering van de vrije tijd op de omvang en aard van sociale netwerken die aan de basis staan van sociale cohesie en sociaal kapitaal. Mogelijk versterken virtuele praktijken lokale sociale netwerken. Aan de andere kant kunnen mensen met een beperkte toegang tot de virtuele wereld buitengesloten raken. Onderzoek is nodig om te begrijpen hoe virtuele en fysieke sociale contacten op elkaar inwerken. In afstemming met bewoners en lokale organisaties beoogt dit project vervolgens een antwoord te geven op de vraag hoe de interactie tussen virtuele en fysieke praktijken succesvol kan bijdragen aan de kwaliteit van de sociale leefomgeving. Het onderzoek zal een mixed methods benadering toepassen om inzicht te verkrijgen in de (micro)dynamiek van de interactie tussen virtuele en fysieke vrijetijdspraktijken Vervolgens zullen de resultaten van het onderzoek benut worden om met bewoners en lokale organisaties een instrument te ontwikkelen om zowel fysieke als virtuele sociale verbindingen in de buurt in kaart te brengen en te versterken. Het project maakt deel uit van het onderzoeksprogramma Placemaking and Events van Breda University of Applied Sciences.
Supermarkets are essential urban household amenities, providing daily products, and for their social role in communities. Contrary to many other countries, including nearby ones, the Netherlands have a balanced distribution of supermarkets across villages and urban neighbourhoods. However, spatial supermarket patterns, are subject to influential developments. First, due to economies of scale, there is a tendency for supermarkets to increase their catchment areas and to disappear from peripheral villages. Second, supermarkets are now mainly located in residential areas, although the urban periphery appears to be attractive for the retail sector, perhaps including the rise of hypermarkets. Third, today, online grocery shopping is still lagging far behind on other online shopping products, but a breaks through will dilute population support for in-store supermarkets and can lead to dramatic ‘game changer’ shifts with major spatial and social effects. These three important trends will reinforce each other. Consequences are of natural community meeting places at the expense of social cohesion; reduced accessibility for daily products, leading to more travel, often by car; increasing delivery flows; real estate vacancies, and increasing suburban demand increase for retail and logistics. Expected changes in supermarket patterns require understanding, but academic literature on OGS is still scarce, and does hardly address household behaviour in changing spatial constellations. We develop likely spatial supermarket patterns, and model the consequences for travel demand, social cohesion and real estate demand, as well as the distribution between online and in-store grocery shopping, by developing a stated preference experiment, among Dutch households.
