This paper is about the political imbalance in the EU when it comes to attracting European agencies. Over the years, mainly due to the Brexit negotiations and for cost-efficiency reasons, many EU agencies moved from the UK to elsewhere, finding a new sea for headquarters functions or other departments. Whenever such a move is announced, EU countries and their candidate host cities jump into the breach to make a beneficial offer. The way these processes take place is a vector of the politicization of European integration. Nevertheless, these new locations of the EU agencies have won the bidding contest, is a process that usually takes place under the radar. The decision-making of these kinds of processes rests with the member states of the agency. Instead of choosing the most strategic place and ensuring an equal distribution among EU countries, which is the deal, often the highest bidder or the state contributing the most wins the agency. Interestingly, these processes have hardly been studied in the light of the increased politicization. This paper is an attempt to fill this research gap, by focusing on three cases and the processes of decision-making. The cases are the Collège européen de police (European Police College, CEPOL) which moved from the UK to Budapest in 2014, the European Medicine Agency (EMA) moving from London to Amsterdam in 2019, and the European Centre for Medium-Range Weather Forecasts (ECMWF) which moved its EU-funded program to Bonn and Helsinki mid-2021. The research strategy is as follows: the cases and the lobbying processes are described, then the main political actors are described, and the outcomes are described. The main research question is: How do these processes of political decision-making work out in practice? By answering this question, this study contributes to the discussion on globalized decision-making across the EU and the politicized imbalance which is the result of this.

In a study commissioned by the Association of Dutch Municipalities (VNG), the applied research group European Impact has compiled the results from interviews executed by approximately 240 European Studies students at The Hague University of Applied Sciences. The purpose of this report is to compare and contrast the situation of intra-EU labor migrants (hereafter referred to as EU mobile citizens) in regard to registration, housing, and information flows in 12 different municipalities across the EU. Based on semi-structured interviews with municipal workers and individuals from employment agencies/companies from the selected municipalities, the picture that emerges is one of divergence. There are significant variations regarding the registration procedure and information flows for EU mobile citizens across the selected municipalities. For registration, differences include where the registration takes place, the amount of collaboration between municipalities and employment agencies/companies on registering EU mobile citizens, and the importance of addresses in the registration process. Regarding information flows across the selected municipalities, there are significant variations in the amount and type of information available to EU mobile citizens, the number of languages information is available in,as well as how the information is organized (i.e. in a centralized or decentralized way). Furthermore, while all the member states in which the selected municipalities are located provide information regarding registration on the Single Digital Gateway, not all provide information about renting housing. As for housing, the results revealed that most of the selected municipalities face issues with housing and that EU mobile citizens typically find housing either via their employers or personal network. Based on the results, a list of potential best practices and policy areas that could be improved was compiled. Furthermore, in order to have a stronger overview of policy developments in the field of EU mobile citizens among different municipalities, the VNG could consider hosting a Community of Practice with different municipalities across the EU as well as monitoring Interreg Europe projects focused on improving the situation of EU mobile citizens.

For many EU citizens, working across the border is the only way to make a living in the EU. The battle for cheap labour has now become a well-oiled machine, in which almost all Western European countries participate. Nevertheless, the employment situation of EU Mobile Citizens, workers of low-skilled and -paid jobs, is often substandard. Challenges are housing, health care and working conditions. In addition, due to the lack of registration in municipalities, it is impossible to have an overview of the numbers and to offer effective help. This is a problem in small to medium-sized cities, where many workers live to work in agriculture, transport, construction, meat industry and logistics. For this study, 32 interviews were conducted in eleven small to medium-sized towns (SMSTs) in Sweden, Germany, the Netherlands, Ireland, Poland, and Spain. The study uses three different perspectives: EU representatives of participating regions, municipalities, and employers. The outcomes show that most SMSTs deal with a shortage of housing, and a lack of grip on the registration process of EU citizens. Although there are some success stories, most SMSTs are not in touch with each other to share these. The paper concludes with proposals for further action-research and collaborations to impact local policies.

Early 2013 the Centre for Sustainable Tourism and Transport started work on the RAAK-MKB project ‘Carbon management for tour operators’ (CARMATOP). Besides NHTV, eleven Dutch SME tour operators, ANVR, HZ University of Applied Sciences, Climate Neutral Group and ECEAT initially joined this 2-year project. The consortium was later extended with IT-partner iBuildings and five more tour operators. The project goal of CARMATOP was to develop and test new knowledge about the measurement of tour package carbon footprints and translate this into a simple application which allows tour operators to integrate carbon management into their daily operations. By doing this Dutch tour operators are international frontrunners.Why address the carbon footprint of tour packages?Global tourism contribution to man-made CO2 emissions is around 5%, and all scenarios point towards rapid growth of tourism emissions, whereas a reverse development is required in order to prevent climate change exceeding ‘acceptable’ boundaries. Tour packages have a high long-haul and aviation content, and the increase of this type of travel is a major factor in tourism emission growth. Dutch tour operators recognise their responsibility, and feel the need to engage in carbon management.What is Carbon management?Carbon management is the strategic management of emissions in one’s business. This is becoming more important for businesses, also in tourism, because of several economical, societal and political developments. For tour operators some of the most important factors asking for action are increasing energy costs, international aviation policy, pressure from society to become greener, increasing demand for green trips, and the wish to obtain a green image and become a frontrunner among consumers and colleagues in doing so.NetworkProject management was in the hands of the Centre for Sustainable Tourism and Transport (CSTT) of NHTV Breda University of Applied Sciences. CSTT has 10 years’ experience in measuring tourism emissions and developing strategies to mitigate emissions, and enjoys an international reputation in this field. The ICT Associate Professorship of HZ University of Applied Sciences has longstanding expertise in linking varying databases of different organisations. Its key role in CARMATOP was to create the semantic wiki for the carbon calculator, which links touroperator input with all necessary databases on carbon emissions. Web developer ibuildings created the Graphical User Interface; the front end of the semantic wiki. ANVR, the Dutch Association of Travel Agents and Tour operators, represents 180 tour operators and 1500 retail agencies in the Netherlands, and requires all its members to meet a minimum of sustainable practices through a number of criteria. ANVR’s role was in dissemination, networking and ensuring CARMATOP products will last. Climate Neutral Group’s experience with sustainable entrepreneurship and knowledge about carbon footprint (mitigation), and ECEAT’s broad sustainable tourism network, provided further essential inputs for CARMATOP. Finally, most of the eleven tour operators are sustainable tourism frontrunners in the Netherlands, and are the driving forces behind this project.
The Dutch main water systems face pressing environmental, economic and societal challenges due to climatic changes and increased human pressure. There is a growing awareness that nature-based solutions (NBS) provide cost-effective solutions that simultaneously provide environmental, social and economic benefits and help building resilience. In spite of being carefully designed and tested, many projects tend to fail along the way or never get implemented in the first place, wasting resources and undermining trust and confidence of practitioners in NBS. Why do so many projects lose momentum even after a proof of concept is delivered? Usually, failure can be attributed to a combination of eroding political will, societal opposition and economic uncertainties. While ecological and geological processes are often well understood, there is almost no understanding around societal and economic processes related to NBS. Therefore, there is an urgent need to carefully evaluate the societal, economic, and ecological impacts and to identify design principles fostering societal support and economic viability of NBS. We address these critical knowledge gaps in this research proposal, using the largest river restoration project of the Netherlands, the Border Meuse (Grensmaas), as a Living Lab. With a transdisciplinary consortium, stakeholders have a key role a recipient and provider of information, where the broader public is involved through citizen science. Our research is scientifically innovative by using mixed methods, combining novel qualitative methods (e.g. continuous participatory narrative inquiry) and quantitative methods (e.g. economic choice experiments to elicit tradeoffs and risk preferences, agent-based modeling). The ultimate aim is to create an integral learning environment (workbench) as a decision support tool for NBS. The workbench gathers data, prepares and verifies data sets, to help stakeholders (companies, government agencies, NGOs) to quantify impacts and visualize tradeoffs of decisions regarding NBS.
Inclusief User Experience (UX)-ontwerpen is het creëren van digitale diensten die toegankelijk zijn voor zoveel mogelijk mensen, ongeacht hun fysieke of mentale beperkingen, gezondheidsproblemen, leeftijd, achtergrond of gebruikscontext. Niet alleen is er de afgelopen jaren steeds meer aandacht voor digitale inclusie en toegankelijkheid, er komen ook nieuwe wetten die de digitale inclusie en toegankelijkheid verplicht stellen. Toch zijn digitale inclusie en toegankelijkheid vaak slechts een bijzaak in het ontwerpproces. Meestal wordt een digitale dienst in eerste instantie ontworpen en ontwikkeld voor een gemiddelde gebruiker en pas daarna uitgebreid met toegankelijkheidsfuncties voor andere gebruikersgroepen. Er zijn veel normen, richtlijnen en methoden voor toegankelijk en inclusief ontwerpen, maar vereisen vaak tijdrovend gebruikers- en contextonderzoek, specialistische kennis en veranderingen in de ontwerpprocesorganisatie. UX-ontwerpbureaus en UX-ontwerpopleidingen ontberen beproefde best-practices om een inclusief ontwerp van digitale diensten te kunnen garanderen. Daardoor kunnen ze te weinig inspelen op maatschappelijke behoeften en zijn ze niet voldoende voorbereid op de aanstaande wetgeving. Met het voorgestelde onderzoek willen we een beter begrip ontwikkelen van factoren die de ontwerpers en ontwerpprocessen belemmeren bij het creëren van toegankelijke en inclusieve UX-ontwerpen. Daarmee willen we ook de basis leggen voor verder praktisch onderzoek naar welke combinaties van tools, methoden en ontwerpbenaderingen het beste werken voor het bereiken van inclusieve ontwerpresultaten in alledaagse ontwerppraktijkomstandigheden. Het project is opgedeeld in drie fasen. Het eerste deel van het project is een verkennend onderzoek binnen UX-ontwerponderwijs. De tweede fase omvat onderzoek naar processen van betrokken UX-ontwerpbureaus en vergelijking van procesobstakels in ontwerponderwijs en professionele ontwerpprocessen. In de derde fase worden de resultaten van fase één en twee vertaald naar richtlijnen, tool- en methode-ideeën en gezamenlijke vervolgonderzoeksagenda. De resultaten worden uiteindelijk ook benut voor verbetering en actualisatie van de curricula van digitale (ontwerp)opleidingen, zoals Communication and Multimedia Design (CMD), teneinde meer inclusieve ontwerpers op te leiden.
