Against the background of increasing qualification needs there is a growing awareness of the challenge to widen participation in processes of skill formation and competence development. At the same time, the issue of permeability between vocational education and training (VET) and general education has turned out as a major focus of European education and training policies and certainly is a crucial principle underlying the European Qualifications Framework (EQF). In this context, «hybrid qualifications» (HQ) may be seen as an interesting approach to tackle these challenges as they serve «two masters», i.e. by producing skills for the labour market and enabling individuals to progress more or less directly to higher education. The specific focus of this book is placed on conditions, structures and processes which help to combine VET with qualifications leading into higher education.

Worldwide there is a lack of well-educated and experienced information security specialists. The first step to address this issue is arranging enough people with a well-known and acceptable basic level of information security competences. However, there might be a lot of information security education and training, but there is anything but a well-defined outflow level with a known and acceptable basic level of information security competences. There exists a chaotic situation in respect of the qualification of information security professionals, with the emergence of a large number of difficult to compare certificates and job titles. Apparently the information security field requires uniform qualifications that are internationally recognized. Such qualifications could be an excellent way of unambiguously clarifying the knowledge and skills of information security professionals. Furthermore it gives educational institutions a framework which facilitates the development of appropriate information security education and training.

Purpose – The purpose of this paper is to highlight some inadequacies of the position of lecturers’ qualifications to design assessments within hospitality curricula while meeting the requirements of international and national quality frameworks. The Framework for Qualifications of the European Higher Education Area leaves the responsibility for designing appropriate teaching and assessment strategies in the hands of educators without fully recognizing the complexity of formulating the desired learning outcomes. Additionally, the subject-oriented background of the majority of educators within universities of applied sciences seems to be ignored in respect of its influence on assessment design. Design/methodology/approach – This paper reflects on the author’s experience in designing courses, teaching and assessment strategies at the NHTV University of Applied Sciences in The Netherlands, as well as observations of processes at other universities of applied sciences. Findings – The author argues for a uniform delineation of hospitality professional qualifications which integrates learning outcomes from international, national and industry profiles. It is proposed that course design should start with assessment design to achieve alignment with learning outcomes and instructional strategies. Universities of applied sciences will have to train course designers in advanced assessment methods and encourage all faculty to acquire appropriate didactical training in assessing students. Practical implications – This paper offers a view on the strategy necessary to ensuring adequate preparation of lecturers in the areas of writing–learning outcomes and preparing assessment. Originality/value – The value of the paper lies in the fact that it is a unique critique of pedagogy in Dutch universities of applied sciences.

KnowledgeFlows in Marine Spatial Planning - Sharing Innovation in Higher Education(KnowledgeFlows) aims at further enforcing the European higher education community to meet the growing demands for knowledge, skills and innovation within the still emerging field of marine or maritime spatial planning (MSP).Marine Spatial Planning (MSP) is an emerging governmental approach towards a more effective use of the sea. MSP is of great interest in Europe and can be considered a societal process to balance conflicting interests of maritime stakeholders and the marine environment. Many different activities take place at sea, ranging from shipping, fisheries, to offshore wind energy activities. Simultaneously, new and evolving policies focus on strategies to integrate different marine demands in space and resources. MSP is now legally binding in the EU and is much needed approach to manage and organize the use of the sea, while also protecting the environment.KnowledgeFlows will contribute to the development of new innovative approaches to higher education and training on MSP by means of problem-based learning schemes, transdisciplinary collaboration, and advanced e-learning concepts. KnowledgeFlows builds on results from former project outputs (Erasmus+ Strategic Partnership for Marine Spatial Planning SP-MSP), such as the online learning platform MSP Education Arena (https://www.sp-msp.uol.de).The strategic partnership consists of a transnational network of experts both in research and in practice based in the north Atlantic, Baltic Sea and North Sea Regions including Aalborg University (DK, lead partner), The University of Oldenburg (D), the University of Liverpool (U.K.), the University of Nantes (F), the Leibniz Institute for Baltic Sea Research (D), the Breda University of Applied Sciences (NL), University of Ulster (U.K.), and the Finnish Environment Institute (FI). Gothenburg University, also being a higher education organisation, will be associated partner.Furthermore, three international organisations, the Marine Spatial Planning Research Network, the Baltic inter-governmental VASAB and the pan-Nordic Nordregio will be involved in the partnership as associated organisations deeply rooted in the MSP community of practice.The further improvement of curricula, exchange of knowledge and experts, and transparency and recognition of learning outcomes to reach higher qualifications in MSP are key components of KnowledgeFlows. A mutual learning environment for MSP higher education will enable problem-driven innovation among students and their educators from research and governance also involving stakeholders. Related activities on intellectual outputs, multiplier events and lecturing will be carried out by all participating organisations.The intellectual outputs are related to three major contributions to the European higher education landscape:1) an advanced level international topical MSP course (Step-up MSP)2) digital learning facilities and tools (MSP Education Arena)3) designing problem-based learning in MSP (MSP directory)The advanced level inter-institutional topical MSP course will include different teaching and training activities within a problem-based learning environment. Digital learning facilities enabling communication and training will include a further enrichment of the MSP Education Arena platform for students, practitioners and lecturers for including modules forcollaborate learning activities, documentation and dissemination, mobilisation/recruitment, thesis opportunities, placements/internships. Designing problem-based learning in MSP will include topics as; the design of didactics and methods; guidance for lecturers, supervisors and students; evaluation and quality assurance; assessment.Five multiplier events back to back or as part of conferences within the MSP community will be organised to mainstream the outputs and innovative MSP didactics among other universities and institutions.Different teaching and training activities feeds into the intellectual output activities, which will include serious gaming sessions (MSP Challenge (http://www.mspchallenge.info/) and others), workshops, excursions, courses/classes as well as a conference with a specific focus on facilitating the exchange of innovative ideas and approaches among students at bachelor´s, master´s and doctoral level and the MSP community of practice.Project management meetings (twice a year) will assure coherence in project planning and implementation. As the core focus of the strategic partnership is on collaboration, mutual learning, and innovation among educators, students, and practitioners in order to meet actual and future needs regarding knowledge exchange and training within the MSP community, the project will be designed to have long lasting effects.Results

The Hanzehogeschool Groningen (HUAS hereafter) is a University of Applied Sciences that is strongly inspired by the challenges of the North Netherlands region and firmly embedded in the city of Groningen in particular. HUAS has a strong track record in education, and practice-based research, and is dedicated to enhancing innovation and entrepreneurship. HUAS currently has 31,000 students Bachelor and Master students in 70 teaching programs. The 3.000 member of staff forming 17 schools and 7 centres of applied research collaborate to offer a cutting-edge teaching-based research. HUAS took the challenge to develop a strong research capacity with 67 professors, and an increasing number of researchers at various levels, supported by dedicated technical and administration support staff. PhD research thesis are co-supervised in collaboration with various universities in the Netherlands and abroad. HUAS positions itself as an Engaged and Versatile university, both in education and research. In line with this, the overall strategic ambitions of HUAS are to develop suitable learning pathways with recognised qualifications; to conduct applied research with a visible impact on education and society; and to be an adaptive, versatile and approachable organisation. HUAS links these strategic ambitions to three strategic research themes: Energy, Healthy Ageing and Entrepreneurship and four societal themes: strengthening a liveable and sustainable North Netherlands; transition to a healthy and active society; digital transformation; and energy transition and circularity. These four challenges define the focus of HUAS education and research.One of the societal themes is explicitly linked to the region: strengthening a liveable and sustainable North Netherlands. North Netherlands is a powerful, enterprising region with the city of Groningen as the healthiest city in the Netherlands. The region is a front runner in the energy transition, has a European exemplary role in the field of active and healthy ageing, and as an agricultural region, has many opportunities for the development of the circular economy and consequently the development of biobased construction material to mitigate climate change. Cooperation with different groups and stakeholders in the region is central in HUAS’s strategy. HUAS is part of extensive local and regional networks, including the University of the North and Akkoord van Groningen. As such, HUAS is well- connected to the research ecosystem in North Netherlands.HUAS has the ambition to better align, connect & develop on a local as well as a regional, national and international levels. Many of the challenges the North is faced with are also relevant in the EU context. Therefore, HUAS is a strong advocate and actor on engaging in European projects. HUAS monitors regularly the EU’s priorities and aligns its research between these priorities and its immediate societal needs. The EU provides a range of funding opportunities that fulfil our ambition as a research and teaching university and responds directly to our challenges from social, energy, and digital transformation. Indeed, over the last decade, HUAS has been successful in European programmes. In the Horizon 2020 programme, HUAS was part of five approved projects. In Horizon Europe so far two projects were granted. HUAS has performed particular well in the EU societal challenge for a secure, clean and efficient energy system. Examples of this are Making City (https://makingcity.eu/) focussing on the developing Positive Energy Districts, and IANOS (https://ianos.eu/) about the decarbonisation of islands. In addition to EU research and innovation schemes, HUAS has a considerable track record in projects funded by the Interreg schemes. In particular, these types of projects have strong links with region, and partners in the region. Currently, EU participation and involvement of HUAS is mainly concentrated in one field: sustainability & energy. In order to further disseminate to other parts of the university, only a well-designed strategy will allow the various research centres to better reach European fundings and satisfy the university’s ambitions. However, so far, no structured mechanism is in place internally to guide the research community and regional stakeholders how to reach European collaboration with confidence. Therefore, this pilot project aims to develop a strategic framework to enhance the participation of all parties at HUAS, including a pilot project that will lead to improvement and validation.
