De gemeente Den Haag zet zich de komende jaren in voor het ontwikkelen van een Haagse placemakingaanpak. Het doel hiervan is om partijen in positie te brengen om hun eigen woon- en leefomgeving te verbeteren, waarin ze zich thuis voelen, en (informeel) eigenaar zijn van de publieke ruimte die ze gebruiken. De placemakingaanpak van de gemeente Den Haag kent daarbij drie sporen: inspireren, kennis ontwikkelen & delen en doen. Als onderdeel van het spoor kennis ontwikkelen & delen, zijn we in opdracht van de gemeente Den Haag een onderzoek gestart naar placemaking in Den Haag. Dit onderzoek met een looptijd van een jaar is in november 2021 van start gegaan en bestaat uit drie fasen. Deze rapportage is het eindproduct van de eerste fase welke als doel heeft om een kennisbasis te leggen voor Haagse placemaking, vanuit de literatuur en empirie.

Het Urban Leisure & Tourism Lab van Hogeschool Inholland organiseert regelmatig workshops en onderzoek rondom placemaking sinds 2017. Samen met studenten en andere stadsgebruikers, analyseren we bepaalde plekken in de stad, welke leiden tot suggesties voor interventies. Purpose: The purpose of this paper is to examine developments in the use of events by places from a predominantly place branding role based on image and economic impacts towards a broader placemaking approach aimed at holistic improvements in place quality. Design/methodology/approach: The research is based on a single case study approach, with the Dutch city of ‘s-Hertogenbosch (Den Bosch) as the focus. Data sources include resident surveys, depth interviews and analysis of policy documents. Findings: The Den Bosch case illustrates the emergence of a more holistic approach to the use of events as a placemaking tool. The city shifted from an ad hoc events policy to the development of a multi-annual programme designed to produce economic, image, social cultural and network effects. This approach seems to have been successful in stimulating visitation, increasing visitor spend and raising the international profile of the city. At the same time, the city has developed many activities designed to mobilise local stakeholder groups and increase social cohesion, which provide essential support for the necessary investment. Research limitations/implications: There are indications that sustaining such a programme over the longer term is difficult in the face of political and economic change. Adoption of a holistic approach also requires the mobilisation of a wide range of stakeholders. Practical implications: Critical success factors for placemaking are identified. Social implications: The Den Bosch programme helped to increase social cohesion in the city by involving residents and local cultural groups in different projects. However, this required a differentiated approach based on the needs of each group. Originality/value: This study presents a placemaking model that can help to identify the different elements required in a successful placemaking programme. This is developed from a practice approach, which has the value of paying attention to how event programmes can be initiated and sustained by a group of actors.

Purpose: The authors provide a personal insight into how they see the potential of urban culture as a vehicle for creative placemaking. The purpose of this study is to highlight the opportunities for the tourism industry to embrace this global youth culture now that one of its pillars, breakdance, is on the brink of becoming an Olympic discipline in 2024, thus nudging this youth culture from underground to mainstream. Design/methodology/approach: The authors interviewed two Dutch pioneers in the field of urban culture: Tyrone van der Meer, founder of The Notorious IBE (IBE), an international breaking event, and Angelo Martinus, founder of the urban scene in Eindhoven and initiator of EMOVES, an urban culture and sports event. Findings: The authors illustrate the added value of urban culture to creative placemaking by addressing the initiatives of previously mentioned Dutch pioneers. Their urban culture events on Dutch soil, yearly attract thousands of participants and visitors from the urban scene, covering over 40 nationalities, to the South of The Netherlands. Originality/value: This study provides a glimpse into a global youth culture that is primarily invisible to the tourism industry and a foresight in how the tourism industry and other stakeholders (e.g. policy makers, city marketeers, tourism managers and event organisers) can pick up on this evolving trend. The study is meant as a wake-up call.

Purpose: The study aims to understand the meaning of event-based and place-based community practices, as well as the resulting social impacts. Design/methodology/approach: An ethnomethodological approach was followed (participant observation and interviews were supplemented by secondary data), with the analysis being exploratory and interpretative. Findings: The festival and the place reinforce the community’s social practices, which have impacts beyond the festival, benefiting individuals, the community and the place, becoming a means for valorisation and diffusion of the rural way of life, and placemaking. Research limitations/implications: In this study the authors focus on social practices in the context of an event and of a place (the village where the event occurs). The authors connect to theories of practice, which they apply in the analysis. The value of the study lies on the underlying mechanisms (how communities exercise social practices in the context of festivals, and what social impacts may lead to) rather than its context-dependent specific results. Practical implications: National and regional authorities can play a role in providing local communities with adequate tools to overcome the challenges they encounter. This can be done by issuing appropriate (events) plans and policies while giving room for the locals to voice their opinions. Social implications: Community-based festivals are key social practices that can strategically impact placemaking, strengthening community bonding, forging connections with outsiders and promoting well-being practices that discourage rural depopulation. Originality/value: There is a scarcity of research that deepens the understanding of the role of festivals in placemaking and their social impacts, particularly in the rural context. This study contributes to closing this gap by focussing on the social practices of a community-based festival in a village in the interior of Portugal.

This book is the account of teaching practice linked to research projects, a practice that is able to create new, unexpected values in the complex patchwork of the city through experimental and strategic interventions with greenery. That the interventions involve greenery is obviously linked to the fact that the Van Hall Larenstein university of applied sciences specializes in nature and agriculture, but there is also a practical reason. Green spaces act as a cohesive force, as is shown again and again in the Netherlands and in the Lively Cities programme. Particularly in the urban context, green spaces have a distinctive and perhaps even emotional value that encourages people to pause there and makes them think about their appreciation of a place. Greenery triggers people to take part in social experiments. But that is just the beginning.

Het besef groeit dat het stedelijk groen meer is dan ecologie en biodiversiteit. Dat besef is in het hedendaagse groenbeheer nog geen gewoongoed. Daarom willen we vanuit de praktijk van Hogeschool Van Hall Larenstein in dit boek proberen aan te geven wat er in het groenbeheer mogelijk is met strategische inzet van groen in de stad, en welke competenties groenbeheerders hiervoor nodig hebben.
