Workpackage 8.1 of the IANOS project is dedicated to developing a community engagement strategy that can be applied in the use cases on the lighthouse islands (Ameland and Terceira) and the fellow islands (Lampedusa, Nisyros and Bora Bora). This report is the deliverable of WP8.1.Within this report an approach to designing a community engagement strategy is formulated that is rooted in scientific research and enriched by best practices from the light house islands and fellow islands.The report describes a general approach to designing a community engagement strategy, that consists of three parts. The first part is dedicated to assessing the situation and project that the community engagement strategy is dedicated to. It describes several factors that are rooted in literature on community engagement and psychological theories. Thesefactors should be assessed in order to be able to design an effective community engagement strategy. The results of this assessment will be used in the second part of the general approach, which describes a method for designing a community engagement strategy. This method is rooted in community engagement literature and draws heavily on some earlier EU projects. The method describes about ten items that together constitutethe strategy and that encompass all relevant issues that need to be addressed in designing community engagement. Finally, the third part of the general approach, describes the way the method and the assessment can be applied in a methodic and robust way. Although the general method is described as a theoretically based approach, it is substantiated not only by theoretical studies, but also by many reports on practical application of various community engagement efforts. In addition to that, all participantsfrom the islands have identified some best practices on community engagement from their own region and/or experience. These best practices are analysed according to the method of meta-analysis. The information from this meta-analysis is used to check the suitability of the general approach and leads to emphasizing those aspects of the approach that are identified as more important within the best practices.

This perspective reflects on conservation efforts to increase the coverage of marine protected areas in Solomon Islands. We demonstrate that the current model in which international conservation NGOs provide technical and financial support to pilot projects, from which community-based resource management will spontaneously spread, is misguided. These site-based projects typically require substantial financial resources, ignore external threats to coastal ecosystems, and tend to bypass existing governance structures, which makes replication in other areas highly problematic. We argue that to effectively support indigenous peoples and local communities in the management of marine resources and, thereby, achieve biodiversity conservation outcomes at scale, it is necessary to move away from site-based conservation projects and focus instead on strengthening the capability of government agencies.

Baseline data on anthropogenic seafloor debris contamination in the year 2000 is provided for 24 submersible video transects at depths of 80–900 m, off the Dutch ABC-islands (Aruba, Bonaire, Curaçao), in the southeastern Caribbean Sea. In total, 202 objects were documented from a combined 21,184 m of transect, ranging from sandy lower island-slope to rocky upper island-slope habitat. Debris densities differed significantly with depth. Highest debris accumulation (0.459 items 100 m−2 or 4590 items per km2) occurred at depths of 300–600 m on more shallow-sloping (20–30°) sand and silt bottoms. The overall average debris density was 0.27 objects per 100 m2 (or 2700 items per km2), which is an order of magnitude higher than most other deepwater debris studies. What we describe may be representative for other small, populated, steep volcanic Caribbean islands. Food and beverage-related items were the single largest usage category identified (44% of objects; mostly glass beverage bottles).

Solomon Islands has relied on highly unsustainable industrial logging since the 1980s. While the development narrative around logging emphasizes its macro-economic importance, it structurally overlooks the impacts on local people's lives. Based on 200 qualitative interviews conducted in 25 villages and 14 logging operations in Malaita Province between 2016 and 2019, this paper demonstrates that the impacts of logging on subsistence and social relations are systemic rather than incidental. By making use of interview quotes, the paper gives voice to rural Solomon Islanders. The results show that the logging industry fails to generate lasting local benefits, while unsustainable logging practices undermine subsistence livelihoods, especially fisheries. Logging triggers conflict that long outlasts the operations themselves, causes sexual exploitation, facilitates excessive alcohol use and reinforces gender disparities by structurally excluding women from decision-making and benefit-sharing. This paper calls for a stronger focus on the social impacts of logging in forestry science, policy and practice.

Increasingly, discussions on sustainability, in particular in relation to energy transition, are finding their way to the regional and local political arena. Although for analysing transition pathways on these sub-national scales, conceptual frameworks such as the multi-level perspective may be helpful, some issues remain relatively unaddressed: the relevance of citizens and their social networks and the precise interactions between place, the local context, and external conditions. This paper aims to better understand energy transition processes on the local and regional scale by analysing the case of the Dutch island of Ameland. Since 2006, Ameland has been on a sustainability pathway towards self-sufficiency, in particular in terms of reducing CO2 emissions. In this case study, we conducted in-depth empirical analysis, using a mixed-methods approach, including document analysis and ethnographic techniques. In a five-stage development process, a combination of place-related niche development, regime developments, and the involvement of citizens have created a protective space for several socio-technological innovations to emerge. The unique combination of specific local conditions, in particular political and cultural, and external influences, national policy, and ‘enlightened’ companies have shaped ideal conditions for Ameland to become an inspiring example of innovation in regional transition processes.

In Solomon Islands, women's groups play an important role in promoting socially inclusive development and women's empowerment. In this paper, we summarise the experiences of a 5-year participatory action research partnership to enhance rural livelihood activities based on aquatic foods. The women's savings groups that participated in this research identified solar-powered freezers as an innovation suitable to their skills and environment. The 12 freezers we used in our partnership to pilot this innovation had tangible benefits. More than 700 unique users accessed the freezers, 3900 kg of fish was stored and over USD6,000 was saved in total; however, accumulation of savings varied greatly between groups. The women's groups demonstrated that operating solar-powered freezers can be financially viable, and the innovation integrated well with their livelihood activities. This conclusion provides an alternative to dominant development narratives, which tend to focus on building large-scale infrastructure, and often exclude women. Existing marketing skills and cooperation were strengths on which the women built. Poor-quality technology was the biggest impediment to success. Solving this basic problem should be a priority for any future cold-storage initiative.

University of Applied Sciences Van Hall Larenstein and Wageningen University and Research recently conducted a comparative study of artificial reefs within the Caribbean. This study provides new insights into the impacts of these structures on local marine life and neighboring ecosystems and highlight the need for comprehensive monitoring and integration into marine management plans.

Ameland, a Dutch Wadden Sea island, is blessed with many historical buildings, such as captains’ houses, which make up picturesque townscapes. Together with the attractions of sandy beaches, these quaint villages attract hundreds of thousands of visitors each year. Ameland also has the ambitious goal to become self-sufficient in renewable energy. Our (practical) aim is to support local stakeholders with the design of energy transition strategies that take account of heritage values.Theoretically, we rely on a layered framework, where meanings and values of individual buildings, townscapes, landscapes, local historical narratives, as well as economic and social values can find a place. In our project, we encountered value conflicts and will discuss how these conflicts can be resolved. In this respect, we refer to the concept of a value hierarchy.We investigate heritage values held by inhabitants of Ameland. What aspects of their built environment do they value in particular? How are specific building types, historical townscapes and landscapes evaluated? What impact of energy measures and scenarios do they find acceptable? To this end, we developed an online questionnaire, which was distributed by local stakeholders. We found a range of heritage and sustainability values held by the inhabitants and stakeholders of Ameland. In the discussion section we will return to the conflicting values in the Ameland case. We find that the presence of heritage values leads to the specification of conditions for the application of energy measures; these should be as invisible as possible. Thus, to combine the values of heritage and sustainability, setting norms and requirements for the implementation of new energy measures is advisable.
